The requirement that the State of Tennessee uses as the criteria for blasting compliance comes from a research document created in 1983 by the now defunct Bureau of Mines under the U.S. Department of the Interior. This paper, based on research 40 years ago (and some over 50 years ago) is highly technical, but does not consider many aspects of blasting damage.
